What You Will Contribute:

The Proposal Specialist will utilize proposal and project management methodologies in order to meet milestones for the preparation of formal contracts, bids, and requests for proposal (RFP) in response to customers' specifications and requirements. Facilitate the process between sales and various Milwaukee-based departments (Marketing, Engineering, Manufacturing) and customers, and incorporating the resulting recommendations in our bid response, ensuring accurate and timely completion of formal bid process and delivery of bid documents before bid opening date. Develop and prepare detailed pricing spreadsheets, content, and other proposal material. Prepare formal contracts based on bid information and information provided through Project Management Office (PMO), Sales and other disciplines with subcontractors for turnkey contracts. Miscellaneous legal department projects as assigned.

Major Job Duties:

  • Receive, analyze, and prepare bids and requests for proposal for mailing. Transmit pertinent information to appropriate sales, marketing, legal, and business development personnel and/or facilitate cross-functional meetings to manager the process as appropriate. Must have the ability to determine the appropriate product configurations that meet the specifications, perform detailed pricing and costing buildups for sales management and gain pricing approvals. Upon receipt of approved pricing and special instructions, prepare cover letter, complete formal bid documents and compose and/or edit responses as appropriate, prepare bid bonds or certified checks, insurance requirements and appropriate bulletins, specifications and certifications.
  • Quality Assurance - Detailed oriented with checking own content prepared to ensure accuracy prior to final review by supervisor and manager.
  • Track bids and requests for proposal through ISO procedure to ensure timely response. Ensure timely arrival of bids and requests for proposal and award notifications.
  • Maintain a high degree of confidentiality about bid and quote activity and content.
  • Upon receipt of award notification, perform contract review and compare notification to original proposal. Prepare cover letter and necessary acknowledgments including performance and/or payment bonds and insurance certificates. Selects and schedules method of sending to meet award deadlines.
  • Process and track requests for complex distributor/partner bids and requests for proposal. May provide special site-specific distributor quotes for distributor bids, and support distributor with literature, providing detailed information for requests for proposal, and affidavits as necessary. 
  • Lead liaison for the Business System (FastTrack and Salesforce) and products integrating into and maintaining the Department Policies and Procedures. 
  • Receive, analyze, review pricing terms and conditions, and prepare contract extensions for management approval. 
  • Maintain related files, follow-up systems and prepare bid tab analysis and comparison reports. 
  • Maintains pertinent bid information in various systems and provide interdepartmental support with customer contract requirements as contracts are completed. 
  • Performs other duties, such as legal department projects, as may be required. 
  • Participate in continuing education courses and professional organizations to stay up to date on Badger Meter products and state-of-the-art business practices. 
  • Participate in product teams or special administrative teams on request.
  • Bachelor’s degree in Business, English, Communications, Marketing or related degree required
  • 3+ years experience in Project Management, Proposal Management, or Sales 
  • Must have the ability to write to technical specifications related to product offering and convey Badger Meter’s strategy to meet the customer’s needs. 
  • Requires attention to detail in order to ensure high quality and accuracy in terms and conditions and legal requirements, and ensuring product suitability to customer specifications 
  • Must qualify to become a Notary Public (Required) 
  • Paralegal Certificate or PMI Certification a plus 
  • Qvidian or any proposal automation software experience a plus 
  • APMP Certification or experience a plus
