106 Group is seeking an experienced Proposal Manager for an immediate opening in our St. Paul office. The Proposal Manager is responsible for leading, planning, and coordinating the development and delivery of high-quality proposals—from pre-solicitation to post-submission follow-up—in a fast-paced consulting services environment. The ideal candidate is a strategic thinker and master communicator who can see the big picture without neglecting the details. Minimum qualifications include a bachelor’s degree in Marketing, Communications, Technical Writing, English, or closely related field with at least 3-5 years of relevant work experience.

Responsibilities:

Oversee all proposal procedures:

  • Conduct opportunity searches, analyze RFP requirements, guide GO/NO GO process
  • Lead proposal startup meetings, develop proposal management plan, contribute to proposal strategies and win themes
  • Coordinate with Services Director and Team Leads to assemble proposal teams, recommending internal and/or external resources, as needed
  • Work with interdisciplinary teams, delegate tasks, ensure appropriate level of effort for each proposal
  • Direct and participate in writing/editing/rewriting efforts, as needed
  • Identify and coordinate proposal graphical content and formatting
  • Assist with proposal pricing strategy and labor rates
  • Ensure on-time submission of all proposals and qualifications
  • Track and follow-up on submitted proposals

Regular communication with current and prospective clients

Maintain and update proposal materials and stock content

Analyze and evaluate proposal metrics

Continually improve processes and streamline efficiencies in proposal development

Participate in additional projects, as appropriate

Requirements:

  • Excellent project management, time management, and organizational skills 
  • Ability to multi-task, balance short-term deadlines with longer-term initiatives, and work well under pressure 
  • Strong customer service skills 
  • Ability to work independently and collaboratively as part of a team 
  • Superior attention to detail 
  • Ability to follow written directions 
  • Creative problem solver, critical thinker, and self-starter 
  • Ability to engage experts at all levels of the organization to efficiently gather necessary information 
  • Excellent writing, editing, page layout, and production skills 
  • Working knowledge of Microsoft Office Suite and Adobe Creative Suite 
  • High proficiency with Microsoft Word formatting

Preferred Experience:

  • Experience defining scopes of work and estimating project costs 
  • Experience with or working knowledge of cultural resources management, historic preservation, environmental review, planning, and/or interpretation and exhibit design 
  • Experience responding to Federal solicitations for professional services

The 106 Group offers a competitive salary and benefits package. The minimum base salary for this position is $50,000. Salary is commensurate with experience.
