How Is This Role Important to Our Work?

This position’s responsible for creating and supporting Blue Cross Blue Shield of Minnesota’s Public Affairs goals by providing bill-tracking, research and support to the Public Affairs staff. This internal position supports BCBS Minnesota’s day-to-day functions of the Public Affairs team and ensures communication of activities to partners.

A Day in the Life:

Supports the legislative policy and bill processes, timelines, monitoring committee hearings and bill tracking.

  • Reviews a wide range of legislative proposals to determine the potential impact on BCBSMN operations. 
  • Works closely with subject matter experts to help strategize our responses effectively and ensure alignment with enterprise goals. 
  • Works independently with internal colleagues and leaders to help build internal consensus on public policy positions and provide the strategic engagement necessary to support our outreach to external stakeholders.

Prepares legislative research and policy analysis through memos, presentations, briefing materials, and other special projects. Involves researching the legislative outcomes, reviewing statutes and transforming complex information into understandable communications.

  • Conducts thorough analyses of proposed legislation and writes detailed memos to communicate the findings effectively. 
  • Provides data-driven insights and recommendations that advance our legislative and regulatory agenda. 
  • Develops clear and compelling presentations for internal stakeholders and partners. 
  • Draft and edit department publications, including the yearly session summary and weekly/monthly newsletters.

Assists with event planning and stakeholder engagement.

Manages correspondence for the Public Affairs team including correspondence and scheduling meetings with elected officials. Includes researching and resolving the issue, drafting responses and timely communication.

Required Skills and Experiences:

  • 3+ years of related professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered. 
  • Strong interest in politics, policy, and government activity in Minnesota and Washington, D.C. 
  • Experience working with MN Legislature. 
  • Ability to analyze an issue from all points of view and remain nonpartisan. 
  • Capable of working independently in a fast-paced environment, with minimal supervision, and meet deadlines with a willingness to be part of a team working towards a common goal. 
  • Proficient knowledge of healthcare policy and business acumen. 
  • Showcase strong creative problem-solving skills by proactively identifying potential issues, excellent attention to detail, and efficiently prioritizing and completing tasks on time. 
  • Demonstrated interpersonal and written/verbal communication skills for working with business partners, vendors and cross-functional teams, and for making formal presentations to successfully manage multiple assignments while working closely with members of the legislative affairs team. 
  • Advanced knowledge of MS Office including Word, Excel and Access.
